Chapter Fifty Seven: Rectory of the Commission

He repeatedly read the first provisions of Article One of the Constitution and gathered early knowledge on how political mechanisms can be invoked to serve a particular purpose. So far, he has learned enough but the circumstances must serve the jurisprudence they are trying to achieve without any further delay.

Right now, he was looking at the weakest link within the clauses, analyzing rhetorics, and the use of the words and how it relates to semantics. The provisions that follow contain more information as to the possible conflicts that can be staged and its corresponding resolution.

He returned to the document.

F. To assert its extended authority, to independently constitute the Judicial and Bar Council to hear cases on controversies created within the rights and privileges of the several constituencies and territories, including the rights of citizens to the protection of the law, as contained herein from which it shall decide common law cases before it as a judicial matter. The Commission shall further assert its extended authority in the establishment of The Good Government, for which States, Dominions, or Kingdoms shall send equal representation in such office, which shall advise the Commission and its members on the operations of state affairs, politics and the welfare of the people, of the boundaries within, and the collective thoughts and convictions on outside concerns and foreign relations;

G. To determine the appointed jurisdiction of mandated Secretariats that shall serve as the executive and ex officio clerks of the Commission for each of the responsibility delegated to them, which shall include an Office of the Most Loyal Appointed Executive Secretary, to be known as the First Office, who shall highly lead in his own right and loyalty as appointed, such other standing bodies to be known as the Executive Secretariat, a Secretariat of Parochial Concerns and a Secretariat of External Affairs, as defined within the framwork of these articles;


H. To establish the Rectory of the Commission, whose Presidency shall rotate among the Commission's individual constituencies in The Good Government, to be administered by the Rector, who shall be the executive officer, whose loyalty shall embrace justice, peace, order, fairness, and the democratic values as may be defined by the Commission or its extended authority; whose mandate shall primarily review the purview of the Commission's authority and its extension, including the power to declare the constitutionality of all instances therefrom;

I. To authorize the Rector to temporarily lead the Commission when the First Office is vacant in all circumstances;

J. To dissolve the Commission for the general elections, no confidence vote, and the resignation or death of the Most Loyal Appointed Executive Secretary;

K. To empower the Rector of the Commission to administer oaths and the conduct of the elections according to the most appropriate rules, to hold Secretariats to account in their conduct of various affairs, which shall be primarily an appointment that cannot be violated, as reserved to the Commission's purposes;

L. To be loyal to the most noble causes, to define appointed powers to individual States or Dominions or Provinces in their conduct of individual external policy, as may be broadened or limited, in pursuit of such causes and as an extended authority of the Commission's foreign affairs;

M. To expel any ambassador, apply the equal protection of the law, and define felony charges and civil claims;

N. To authorize the expenditures and enact a budget for its purpose, to levy State contributions for any purpose when necessary in addition to taxation, and to deliberate matters pertaining to the resolutions approved by The Good Government for any matter it might discuss from issues of importance; 

O. To recognize concurrent jurisdiction with the Blue Ribbon Committee on matters of war and defense, whose articles shall be separate from the Commission's very own, and whose appointed rights shall be equal with the Commission's authority or its extension, with the permanent members shall be made to unanimously agree with all of its resolutions to give efficacy and legality to the same, the permanent seats of which shall be given to the Tenth Kingdom, South Kingdom, Principality of Kenwit, and the Commonwealth Royal;

P. To establish the Governorship-in-General of the Guards, and retain the Commission's exclusive authority and jurisdiction over them; and

Q. To define its own rules, elect its Most Noble Speaker, to enact, limit, or expand its appointed powers and authority through legislation approved by a majority vote of all its members that meets the statutory requirements, provided it shall not breach all appointments accruing to individual States, Kingdoms, or Provinces, or the individual rights of the people and citizens, and to carry out its functions, authority, and responsibilities without prejudice to any of the clauses arising therefrom as a matter of exclusive appointments, from which the sanctity of this primary document are solemnly defined.

Sec. 4. The Appointments shall be loyal to the rights of the people, and uphold the sanctity of human life.

He managed to smile. He suddenly realized what will be the key to this problem. It abruptly dawned on him that he shall be looking to the Rectory of the Commission when the First Office is vacant. It has to be the perfect timing for a revolution, by delaying the elections, and capitalize on violence, social injustice, and unrest.  The need for the elected Rector to be as weak as he can be shall be the ultimate goal, and once ready, they shall strike out of nowhere when everyone was unprepared.
